Setting Up a Plant in Indonesia: Cheaper Land Is Not Always Better
Industrial and logistics real estate in Greater Jakarta and satellite cities · Q2 2026
Our view: Factory location decisions cannot be made on land price per square meter alone. Compare customer access, ports and airports, park services, labor, approvals, land tenure and recurring operating costs together. A lower asking price in Karawang does not automatically produce the lowest delivered cost.
Read the data caveat first
This page retains advisor-estimated land and cost ranges from the source PDF as early screening inputs. The PDF does not include a complete park-by-park quotation base, sampled plots or a reproducible model. These figures are not transaction prices, formal quotations, government fees or investment advice. Before signing, obtain written offers using the same date, currency, land-right term and handover conditions.
Key Takeaway: Select on Total Delivered Cost
When comparing Tangerang, Bekasi, Karawang and Bogor, first define the factory’s customers, inbound and outbound routes, workforce needs and required park services. Then compare land. For modular building or local assembly, a site closer to customers with reliable utilities, transport and clear approval responsibilities may outperform cheaper land with weak infrastructure.
4 cities
The report compares Tangerang, Bekasi, Karawang and Bogor.
179
Indonesia’s Ministry of Industry listed 179 industrial estates nationwide in 2026; this is not a Greater Jakarta count.
Verify each plot
Pricing, utilities, admission and incentives must be checked with each park and land parcel.
Four Satellite Cities, Different Trade-offs
| Area | Source report estimate | Potential strengths | Key checks | Potential fit |
|---|
| Tangerang | Rp2.5–4.0m/m² | Access to airport, port and consumer markets; mature park services and foreign-investor ecosystem | Higher asking prices, congestion and labor costs; actual travel time from the plot to port | Export-led, higher-value or time-sensitive logistics |
| Bekasi | Rp2.0–3.5m/m² | Near Jakarta, with broad labor availability and established parks | Plot supply and environmental requirements vary by park; congestion, emissions and expansion terms | Manufacturing, assembly, warehousing and customer-proximate operations |
| Karawang | Rp1.5–2.5m/m² | Large industrial estates and automotive supply chains; some lower quoted prices | Transport to customers and ports, talent commuting and recruitment, delivery conditions | Automotive suppliers, heavy industry and projects benefiting from scale |
| Bogor | Rp1.5–3.0m/m² | Potential agrifood and light-industry use cases; favorable environment in some areas | Terrain, roads and utilities; land-use designation and industrial admission | Agrifood processing or light industry; do not choose on a low quote alone |
Ranges are advisor estimates in the source report for Q2 2026. No plot-level sample or transaction validation was supplied. Reconfirm currency, units and current terms when requesting quotations.
From Land Price to Total Cost: Verify Every Line
| Cost item | Source report estimate | What to confirm before signing |
|---|
| Industrial land (HGB) | About RMB ¥600–1,600/m²; term to be checked | Right type, remaining term, renewal conditions, transfer restrictions, handover and title records |
| Factory construction | About RMB ¥1,500–2,500/m² | Building standard, foundations and fire requirements, tax scope, schedule and change orders |
| Infrastructure connection | About RMB ¥200–500/m² | Power capacity, water, wastewater, roads and connection responsibilities; one-off and recurring charges |
| Environmental review | Source estimate about RMB ¥100k–500k/project | Whether AMDAL or another environmental instrument applies, authority, scope and timing |
| Building and occupancy approvals | Source estimate about RMB ¥50k–200k | Current local process, responsible party, prerequisites and documentary basis for fees |
| Annual operations | Advisor estimate about 3–5% of total investment | Whether property management, security, maintenance, park charges, taxes and utilities are included |
Currency and cost caveat
Amounts follow the source PDF’s RMB estimates. It provides no exchange-rate date or reproducible cost model and does not clarify tax inclusion, land term or park. Do not compare them directly with formal quotations. Normalize currency, plot area, remaining HGB term, utility capacity, handover condition and tax scope before modeling.
Industrial Parks and Compliance: Names Are Only a Starting Point
The source report names Jababeka, MM2100, Kota Deltamas and Suryacipta as candidate parks. Kendal and Batam are outside Greater Jakarta and should be treated as external comparisons, not Greater Jakarta satellite cities. Indonesia’s Ministry of Industry reported 179 industrial estates nationwide in 2026; that national total does not establish a Greater Jakarta count or available supply.
For each candidate, confirm accepted KBLI/business activities, customer or industry admission rules, land use, HGB records and term, renewal and transfer terms, power and wastewater capacity, road access, environmental review route, building approval responsibilities and all fee schedules. Verify any local incentive or tax facility against project eligibility, effective dates and written contract terms; a policy’s existence does not establish project eligibility.

A Practical Site-Selection Checklist
- Model actual routes: plot to customers, ports/airports and suppliers, including door-to-door time, vehicle restrictions and peak-period variability.
- Request plot plans, title and HGB records, remaining term and renewal terms; have independent Indonesian counsel verify them.
- Obtain written confirmation of utility capacity, connection schedule, backup arrangements and every one-off and annual charge.
- Identify who owns land-use, permit, environmental, fire-safety and building approvals, with agreed fees and timelines.
- Model leasing and purchase on the same cash-flow basis. For unproven capacity or customer density, leasing or phased expansion can reduce upfront exposure, subject to exit and fit-out terms.
- Verify TKDN, local-supply-chain or investment-incentive conditions with the relevant park and authorities; do not treat advisor observations as approval determinations.
Next step
Collect written quotes for at least two comparable plots from three candidate parks, then normalize land, connections, construction, logistics, labor and compliance costs with park managers, logistics providers and local legal/tax advisors. Proceed to a purchase decision only when the assumptions can be traced.
