For Chinese travel companies
Indonesia Tourism Market: An Entry and Operating Guide for Chinese Companies
Indonesia tourism is not a single international-visitor business. Frequent domestic trips underpin sector scale; inbound travel brings cross-border demand; and visitor flows pass through a few air and sea gateways. Chinese operators, OTAs, DMCs and travel services need to connect air access, destinations, local delivery and group economics.

Latest monthly release by this report’s cut-off: 1.60m arrivals, 104.30m domestic trips, 52.52% star-hotel occupancy.
1. Market baseline: domestic scale and inbound opportunity
In 2025, Indonesia recorded about 1.2003bn domestic tourism trips (+17.55%) and 15.387m international arrivals (+10.8%). BPS’s Tourism Satellite Account (TSA) estimates tourism consumption at IDR 2,408.97tn: IDR 2,090.31tn by domestic visitors and IDR 318.66tn by inbound visitors. Direct tourism GDP was IDR 1,138.90tn, or 4.78% of GDP. These are different measures; do not add trips and arrival records as people. [1–4]
| Measure | 2025 | Commercial reading | Does not imply |
|---|
| Domestic trips | 1.2003bn | Base for domestic transport, attractions, stays and holidays. | Unique people or direct inbound demand. |
| Inbound arrivals | 15.387m | Segment source markets, gateways and destinations. | Deduplicated travelers or tour bookings. |
| Tourism consumption | IDR 2,408.97tn | Domestic visitors about 86.8%; inbound visitors about 13.2%. | Revenue addressable by one company. |
| Direct tourism GDP | IDR 1,138.90tn; 4.78% | BPS TSA direct-contribution measure. | Additive/comparable to broader estimates including indirect effects. |
BPS published August data on 1 October: 1.60m inbound arrivals, 104.30m domestic trips and 52.52% star-hotel occupancy, superseding July at the report cut-off. [4]
Commercial implication: Domestic products depend on local travel frequency, affordability, urban clusters and seasonality. Chinese outbound products depend on air access, entry information, Mandarin support and local delivery; use distinct acquisition and margin models.
2. China source market: segment, not tour-group share
BPS’s 2025 nationality data records about 1.34m arrivals from China, 8.7% of international arrivals and the fourth-largest source market. BPS survey estimates average spend per visit at US$1,213 for China-source visitors versus US$1,267 overall; average stays at 22.50 versus 9.92 days. [2][5][6]
The longer stay alongside slightly lower average spend cautions against treating nationality records as short leisure tours. Business, family visits and longer stays may be mixed in; averages do not describe each traveler or forecast tour revenue.
Demand signal
Dragon Trail surveyed 1,010 mainland Chinese respondents in August 2026: 54% intended outbound travel during Mid-Autumn/National Day; among family travelers, 70% preferred organized options. This is outbound intent, not an Indonesia sample or realized booking data. [7]
Commercial validation
Separate leisure, business and family visits. Verify channels, itineraries and per-traveler revenue from actual orders. Test two or three routes against conversion, refunds, delivery cost and repeat purchase.
3. Gateways and destination combinations
Leading 2025 gateways were Bali’s Ngurah Rai, Jakarta’s Soekarno–Hatta and Batam, with about 6.908m, 2.761m and 1.594m arrivals, together 73.2% of national arrivals. Entry records do not show final overnight stays. [2]
| Gateway / extension | Product tests | Delivery checks |
|---|
| Bali | Leisure, celebrations, wellness, islands and culture; segment by traveler and hotel tier. | Peak rooms, transfers, attraction slots, sea conditions and cancellations. |
| Jakarta | MICE, city stopovers and Java culture extensions. | Traffic, scheduling and event-driven room rates. |
| Batam–Bintan | Singapore/Malaysia connections, short breaks and island holidays. | Ferries, border transitions and operator responsibility. |
| Yogyakarta–Borobudur, East Java, Lombok, Komodo, Lake Toba, Raja Ampat | Heritage, nature, diving and longer extensions. | Flight buffers, conservation rules, seasonality and medical evacuation. |
The national entry series records 6,907,585 arrivals through Ngurah Rai; BPS Bali’s annual series reports 6,948,754 foreign visitors directly to Bali. These are distinct series, cited separately, not summed or forced to reconcile. [2][8]
4. Four operating paths
Tour operators
Test Bali-only and Jakarta/Yogyakarta plus Bali against source city, flight, trip length and budget. Start with fixed dates, limited hotels and substitute activities.
Indonesian DMCs
Sell reliable fulfillment: coordinate Mandarin information and inventory; standardize vehicles, guides, changes, refunds and incident response.
OTAs / content platforms
Validate search and content-to-inquiry funnels before packaging transfers, tickets, activities, hotels and day tours as deliverable SKUs.
Hotels / attractions
Offer Chinese channels live inventory, settlement, Mandarin service and group/cancellation terms; test demand without promising volume from nationality totals.
5. Group economics: contribution margin beats visitor averages
National average spend is not operator revenue. Model net revenue after discounts, refunds, payment fees and tax; lodging and local delivery costs; commissions and a risk reserve. Track margin per traveler, break-even group size, revenue per seat, cancellations, punctuality, complaints and repeat purchase. Stress-test seasons, FX and undersold departures. Scale only when post-refund economics remain positive and partners deliver.
6. A 90-day validation plan
| Phase | Actions | Evidence |
|---|
| Weeks 1–2 | Choose two profiles and up to three routes; check entry rules, access and seasonality; collect three provider quotes. | Route cards, cost base and backup providers/transit. |
| Weeks 3–6 | Audit DMCs, hotels and activities; test transfers, payment, changes, complaints and inventory. | Service terms, refund rules, Mandarin SOP and emergency contacts. |
| Weeks 7–12 | Run capped sales tests; review inquiry-booking-travel funnel and margin weekly; interview customers and drop-offs. | Results, revised assumptions and scale-or-stop decision. |
7. Risks and limits
- Arrivals, domestic trips, survey averages and outbound intent are distinct measures; retain unit, period and source.
- Flights, ferries and weather can disrupt island itineraries; build buffers and alternatives.
- Check supplier licenses, insurance, contracting/settlement entities, staffing and incident liability; keep backups.
- Volcanoes, sea conditions, rain, capacity and customs may affect access; check official advisories.
- Licensing, tax, consumer disclosures, insurance and cross-border payment rules depend on company role. Confirm with Indonesian authorities or qualified advisors. This is not legal advice.
