Entering Indonesia’s ceramic tile market Verify specifications and access before price and supply
For Chinese contractors, project procurement teams and building-material suppliers · A general framework, not a product or company assessment
Executive view: commercial viability cannot be judged from a Chinese ex-works price or a single market-size estimate. Project specifications, Indonesian standards, import permits and trade measures, landed cost, supply reliability and site acceptance must all be checked against the same SKU and project conditions. Use locally available products and channels as the direct comparison baseline; imported products need a verifiable advantage in specification, design, lead time or service.
Scope and data limits
This report provides a reusable procurement and market-entry method for Chinese contractors. Public commercial estimates of market size, segment shares and industry conditions may use inconsistent scopes and methods, so they are not used here as forecasts. Regulatory summaries are based on published official sources. Confirm the exact product scope, HS code, rate, certificate and permit at transaction time by SKU, origin, producer, importer and shipment date.
1. Define project needs before selecting SKUs
| Project setting | Performance to specify | Procurement and site checks |
|---|
| Residential and apartments | Use area, size, water-absorption class, surface and colour, wear/slip requirements, edges and shade tolerance | Check drawings, wet/dry areas, approved samples, batch/shade, replenishment time and breakage replacement |
| Hotels, commercial and public space | Foot traffic and cleaning, stain/wear/slip resistance, dimensional accuracy, layout and maintenance | Submit technical sheets, samples and a physical mock-up; obtain joint sign-off from design, owner, contractor and operations |
| Industrial and outdoor areas | Loads, wet or chemical exposure, temperature, substrate and drainage, applicable product test criteria | Have the engineer select test methods from site conditions and tender specifications; marketing claims do not replace design checks |
At minimum, freeze product class, location, dimensions/thickness, finish, absorption class, performance tests and tolerances, colour/batch, area per carton, packaging, delivery point, spare quantity, inspection method and warranty. Thresholds must come from the design, applicable standard or owner specification; do not apply a universal number without verification.
2. Compliance sequence: check SNI, import policy and trade measures separately
01
Confirm mandatory SNI and ST scope
Within its scope, Indonesia?s Ministry of Industry Regulation No. 36/2024 makes both SNI and the ceramic-tile technical specification (ST Ubin Keramik) mandatory. Its certification-scheme list includes SNI ISO 13006:2018. An accredited and Indonesian-authorized LSPro should confirm, for each SKU, model and factory, the separate scope of SNI and ST, testing/certification route, certificate holder and permitted use.
Send the LSPro the product sheet, factory, series, models and proposed importer
02
Check current import conditions
Trade Regulation No. 18/2026 is the second amendment to No. 16/2025. Use the current annexes and the SKU?s HS classification to confirm permits, technical verification, pre-shipment documents and post-border duties with the Indonesian importer and broker.
Do not rely on an old checklist or a Chinese product name alone
03
Separate anti-dumping and safeguard checks
BMAD: Finance Regulation No. 70/2024 applies to specified tariff lines for ceramic tiles of Chinese origin, with producer-specific rates in its annex. Confirm the HS line, origin and named producer. BMTP: Finance Regulation No. 14/2025 is a separate safeguard; check its covered tariff lines, measure period, origin/country exclusions or exemptions and other conditions in its annex. Do not apply BMAD producer-specific rates to BMTP.
Do not apply a single rate to all Chinese ceramic tiles; check the legal annex and customs treatment
Written compliance file before the first shipment
For each SKU, have the Indonesian broker/import specialist record the proposed HS code and rationale, origin evidence, producer/exporter, ordinary duty and any preferential rate, BMAD (specified tariff line, origin and producer annex) and BMTP (separately, safeguard tariff line, period and exclusion/exemption conditions) applicability, tax base, import taxes, separate SNI and ST compliance/certificate scope by product and factory, import permits and shipping documents, evidence source and date. If interpretation differs, obtain written advice from the authority or qualified body before fixing a price or delivery commitment.
3. Build an auditable landed-cost model
| Cost layer | Inputs | Common omissions and controls |
|---|
| Goods and international freight | Like-for-like ex-works/FOB quote, Incoterm, currency and validity; loaded area/weight, freight and insurance | Reconcile square metres, cartons, pallets and containers; verify payload, pallets and moisture protection |
| Compliance and border charges | Confirmed HS, origin, preferential duty, BMAD/BMTP applicability, import taxes and advance payments | Record the rule behind each line and whether it is recoverable; separate final cost from cash tied up |
| Port to site | Port charges, clearance, storage, inland freight, extra handling, breakage and shortages | Quote for the actual delivery point and programme; include waiting, detention and distribution assumptions |
| Whole project cycle | Certification, samples/mock-ups, installation materials, labour, warranty, replenishment, FX and credit | Separate material price, installed cost, tax cash flow and warranty obligations; stress-test delay and FX |
Competitor comparisons must align use, technical grade, area unit, tax basis, delivery point and payment terms. Without all six, price and margin conclusions are not comparable. Have the importer, broker and tax adviser sign off the model inputs before submitting a time-limited project quote.
4. Choose a supply model that matches proven demand
| Model | When it fits | Resolve before signing |
|---|
| Supply through an eligible local importer | Project-based demand, first market tests or unproven import/inventory capacity | Importer, certificate scope, customs responsibility, inventory ownership, breakage/replenishment, payment and recourse |
| Partner with local distribution | Recurring project and retail demand that needs local display, delivery or after-sales support | Customer mix, warehouse and stock records, territory/brand authority, exclusivity, credit and exit terms |
| Establish a local operating entity | Verified trading history supports the full cost of a local team, stock and operations | Check current PT PMA, KBLI, OSS permits, import and tax duties with local legal and accounting advisers |
| Local OEM or joint production | Demand and quality systems are proven and local production economics and control are clear | Audit factory, consistency, tooling/design rights, traceability, certification, alternative supply and recall |
5. Screen suppliers and channels for delivery capability
A
Entity and authority
Registered party, contracting and receiving accounts, import status, brand authority and certificate holder.
Evidence: official records, authorisations, certificate number and scope
B
Product and quality
Factory and line, technical file, batch traceability, testing, packaging, outgoing inspection and complaints.
Evidence: samples, test reports, production/inspection records and site audit
C
Projects and delivery
Actual role on comparable work, lead-time performance, site unloading, defect correction, replenishment and after-sales.
Evidence: authorised references, delivery proof and site checks
Close the project execution loop
Coordinate tile with substrate, waterproofing, adhesive, grout, movement joints, drainage and installation crews in one interface schedule. Approve samples and a physical mock-up before purchase. At receipt, check carton marks, batches, dimensions, quantities and damage; retain batch records and spares by area. The contract should define sampling, appearance, dimensions, tests, delay, defects, replacement, refunds and dispute process. For public procurement, rely on the current tender and authority requirements for TKDN, domestic products or catalogues; local production alone does not prove eligibility.
6. Stage gates and stop signals
Demand gate: specifications and buying window are clear
Build a target SKU schedule from the BOQ, drawings, owner standards and construction programme; confirm samples, approval sequence, lead time, substitutions and delivery point.
Access gate: written conclusions on certificates, imports and trade rules
Obtain traceable confirmation by product, factory, origin and tariff code from the LSPro, importer and broker. Do not promise shipment while scope remains unclear.
Economics gate: comparable cost and manageable payment
Compare landed material cost and installed project cost, including tax cash tied up, breakage, FX, inventory, credit and replenishment. Treat any unsourced input as unknown.
Delivery gate: samples, supply and liability are executable
Complete sample approval, first order and site-interface plan; write acceptance, delay, quality, replacement supply, refund and dispute terms into the contract.
01Certificate does not cover product or factoryDo not treat another series or entity’s SNI file as proof for the target SKU.
02Low price depends on a wrong code or false originTransshipment, relabelling or incomplete production records do not replace origin verification.
03Ship first and obtain permits or certificates laterStop commercial shipment until access is confirmed; do not trade compliance for time.
04Quote units, specifications or tax bases do not matchDo not claim price advantage, profit or market share until inputs are aligned.
